She's looking away, focused on her plan, on the Capitol, on calculating the odds on a near-double-suicide being enough for one last rule change. Peeta isn't on her mind outside of the fact that she's trying to save his life. One the other hand, for Peeta, this is all real. If they can't be together, they will die together, and he just wants to relish every second they have
